ASI White Paper: Airport-Rail Inter-modality in Southeast Asia – Opportunities and the Impact of High-Speed Rail

The Aviation Studies Institute has commissioned Sobie Aviation with a review of Airport‑Rail Inter-Modality in Southeast Asia. It is the second of a two-part analysis that considers the broader integration of transport connectivity in Southeast Asia.

Environmental concerns are gradually rising up the agenda in Southeast Asia. Investments continue to be made in land transportation infrastructure, particularly high-speed rail. These appear to be focused on local passenger markets and overcoming traffic congestion on roads. Are these investments in rail overlooking opportunities to build a more comprehensive transport network? Could connectivity be improved further, and will high-speed rail have a positive or negative impact upon aviation?

This paper looks at several recent investments into airport and rail infrastructure and considers the opportunities to improve passenger connectivity with aviation.

This topic complements research undertaken by the Aviation Studies Institute. That work developed software models that predict the effects of macro-economic changes upon passenger flows through the region’s air transport networks.

Notable Observations

  • Indonesia has arguably the most extensive rail transport network in the region.
  • Indonesia is one of the few countries with direct airport-rail connections.
  • The new railway in the north of Laos has impacted domestic passenger air transport demand.
  • Investment in airport-rail connectivity would benefit the overall aviation sector, freeing airline and airport capacity for alternative routes.
