The Aviation Studies Institute (ASI) has been shortlisted for the CANSO ATM Award 2022 for ‘Collaboration’, recognising the contribution of its work that identified the Benefits of Collaborative Actions in Regional Air Traffic Flow Management (ATFM) Ground Delay Programmes.

In addition to the analysis performed, the project leveraged the research outcomes to develop a software capability that enables stakeholders across ASEAN to understand the benefits of collaborative behaviours in their specific environments. The software has been hosted on an online portal with the intention of facilitating future engagement at stakeholder workshops in the region.

ATFM is the concept of managing air traffic flows into and out of airports and air traffic control sectors by forecasting demand and capacity and implementing countermeasures in advance of any imbalance. The concept can include the use of Ground Delay Programmes, which seek to delay aircraft before they take-off, instead of experiencing airborne holding. This reduces fuel burn, emissions, and air traffic controller workload. The ASI study looked at how different levels of collaboration and types of information sharing affect reductions in ATM congestion.

The original research study and software development was conducted over an 18-month period that started at the end of 2020. It seeks to contribute to the region’s realisation of the ICAO Distributed Multi-Nodal ATFM Network concept.

This research is a great example of how ASI is working towards its mission to advance the development of aviation in the Asia‑Pacific region.
